Release notes

v0.3.13: peers dial via synapse DialWebSocket (GAP-MESH-0005)

Peer transports were establishing then dropping after synapse’s ~5s handshake timeout because DialPeers used a raw websocket dial + Connect, skipping synapse’s client handshake. Now dials via synapse DialWebSocket (PerformClientHandshake + ConnectTransport), so peer links persist and the remote NodeID registers (peers show in mesh nodes). Pairs with the ansible drop-in fix (ws://<tailscale-dns>:9053/synapse).
