v0.3.10: cross-cgo release via zig 0.16.0 (fixes v0.3.9 runner-disk failure)
Same packaging-gap closure as v0.3.9 (cgo + arm64 + systemd unit) but the release job now cross-compiles cgo with ci-catalog zig 0.16.0 instead of the gcc-aarch64 toolchain that overran the runner disk.
